This is a question that's definitely open to interpretation. I say Dick Tracy is the champ with 4 serials, 15 episodes each, 60 episodes total.
Some will argue Zorro, but to tell the truth, there's only two real Zorro serials: Zorro Rides Again and Zorro's Fighting Legion. Let's be blunt about it: Both Son of Zorro and Ghost of Zorro used the old I'm-a-distant-relative-on-my-grandmother's-cousin's-brother's-uncle's-roommate's side. And as for Zorro's Black Whip...the character is called The Black Whip. At no time except for the title is the name of Zorro mentioned.
So, like I say, the answer is Dick Tracy.
Excuse me, but why does ZORRO RIDES AGAIN count? His name is James Vega, he drives cars and flies airplanes. He is also a descendant of Don Diego.
But this is actually hair splitting. So what if they aren't the original? They still are all called Zorro and they still all fight for law and order. It's at least a tie. Four Tracys and four Zorros.
And a case can still be made for ZORRO'S BLACK WHIP. Of all five serials with "Zorro" in the title only BLACK WHIP gives screen credit to the original author, Johnstone McCulley and and specifically states that the serial is based on the Zorro character created by McCulley
